About the State-Based Marketplace (SBM) Transition
In 2023, Virginia transitioned to a state-based marketplace — Virginia’s Insurance Marketplace.
The Exchange hosts Informational Updates and Frequently Asked Questions to support Agents and other stakeholders with transition and ongoing Exchange activities.

- Agents must maintain an active license in Virginia with a health qualification and be in good standing in accordance with the requirements of Chapter 18 of Title 38.2 of the Virginia Code.
- Visit https://www.scc.virginia.gov/pages/Applying-for-a-Individual-VA-Insurance-License for instruction around agent licensure in Virginia or to check the status of a license.
- Visit https://www.scc.virginia.gov/pages/License-Renewals for license renewal instructions.
- Visit https://www.scc.virginia.gov/pages/Enforcement-Compliance for reporting and compliance requirements.

The Marketplace platform is available at https://marketplace.virginia.gov/. To create an account on Virginia’s Insurance Marketplace, please follow these steps:
- If you are an independent agent, click https://enroll.marketplace.virginia.gov/newagency to create your agency. Using the link here, enter your SSN for the agency EIN and your first and last name in the “business name” field.
- Once your agency is established, you can add your agent account to the agency. The account will appear in a “pending” status and the Exchange will be notified. Once the requirements have been verified by the Exchange, the Exchange will update the status to “certified” and you will be ready to assist consumers
- If you are an agency manager, click https://enroll.marketplace.virginia.gov/newagency to create your agency.
- Once your agency is created, you can add your agents’ accounts to your agency. All accounts will appear in a “pending” status and the Exchange will be notified. As the requirements are verified for each agent, the Exchange will update each agent’s account to “certified” and the agent will be ready to assist consumers
- If you are an agent that is part of an agency and you need an account, contact your agency manager and have them create an account in the agency for you.
- Once your account is created, it will appear in a pending status and the Exchange will be notified. When the Exchange has verified that you have met the requirements, your account status will be updated to “certified” and you will be ready to assist consumers.

Complete agent training through the Marketplace Learning Management System.
- Agents new to the Exchange will be required to take the full Marketplace training program for plan year 2025. Send an email request for a new LMS account along with their name, unique email, unique cell number, and NPN to LMS@marketplace.virginia.gov.
- To receive certification of training completion, agents must receive a passing score of 80 on the final exam.
